St. Petersburg Press Committee must organize “advertising tenders”
On 23 August 2016, the 13th Arbitration Appeal Court supported the position of St Petersburg OFAS in a dispute with the Committee on Press and Relations with Mass Media of St Petersburg Authority.
The Commission of the antimonopoly body established that the Committee had failed to conduct tenders for the right to conclude a contract to install and operate advertising constructions. As a result, the outdoor advertising market has not been regulated since 2013.
To restore competition on the market of outdoor advertising, St Petersburg OFAS obligated the Committee to organize tenders for installing and operating advertising constructions.
St. Petersburg executive body disagreed with the decision and determination issued by the regional antimonopoly body and filed a lawsuit.
The Court of First and Appeal Instances have already confirmed the legitimacy and reasonableness of the decision and determination of St Petersburg OFAS.
