WHAT IS THE CORE OF TARIFF REGULATION?

One of the tariff regulation objectives is to counter an unreasonable tariff growth and achieve tariff-setting uniformity

The conclusions are reached by the authors of a monograph on “FAS legal positions on tariff setting. Practical comments”.

The book is written by a team of specialists from FAS and the Antimonopoly Experts Association. It contains result-oriented analysis of decisions and other acts of the antimonopoly authority on tariff disputes in the electric power industry, heating industry, water supply and drainage. The project was initiated by FAS Department for Regional Tariff Regulation.

Deputy Head of FAS Sergey Puzyrevsky emphasized: “overall, more than 17.5 billion RUB of economically unjustified funds were exposed in tariffs in 2018. Throughout the year, FAS formulated a lot of decisions with practical comments that were verified judicially. It reinforced legitimacy and uniformity of tariff enforcement”.

“Tariff regulation is one of FAS priorities. Together with the Antimonopoly Experts Association we have tried to consolidate FAS legal positions on tariff setting a single body of materials for a broad range of interested persons to be acquainted with it”, informed Head of FAS Department for Regional Tariff Regulation, Yulia Yudina.

A book co-editor and co-author, a member of the General Council of the Antimonopoly Experts Association, Oleg Moskvitin believes:

“This is just the first publication in a series of book to be published by the Association, FAS and High School of Economics that will focus on such an important area as tariff regulation. The next publication will be based on 2019 results. The immediate agenda also include books on other significant areas”.

The book has the following structure:

1. Comments to FAS legal acts in water supply and water drainage;

2. Comments to FAS legal acts in heating supply;

3. Comments to FAS legal acts in the electric power industry.
