HOW WILL NATIONAL PROJECTS AND NATIONAL COMPETITION DEVELOPMENT PLAN BE INTEGRATED?

2018 – 2020 National Competition Development Plan* and the National Projects ** are being executed in the Russian Federation to improve the quality of life of the population and develop the economy.

These strategic documents have a common goal – development and sustainable growth of the Russian Federation and, therefore, cannot be fulfilled efficiently separately from each other.

At the same time, implementing the National Projects, risks of violating the antimonopoly law and the law on procurement can emerge.

Some of these documents may not be coordinated with the goals and measures outlined in the National Competition Development Plan.

To expose such risks and controversies, FAS and its regional offices are analyzing the current National, federal and regional projects and have drafted proposals to improve them.

Upon a FAS initiative, representatives of the antimonopoly bodies join project management bodies at the federal and regional levels.

At the same time, the authorities and local self-government bodies must independently* work on exposing the risks of violating the antimonopoly law, the law on procurement, deviations from pro-competitive approaches embedded in the National Competition Development Plan, and adjusting the relevant projects and action plans.

The measures of the national, federal and regional projects, distribution of financial flows should be formed in view of the goal for developing competition in the Russian Federation to ensure sustainable growth of Russian economy and enhancing its competitiveness.
