IGOR ARTEMIEV HAD A WORKING MEETING WITH GOVERNOR OF THE STAVROPOL REGION
On 28 October 2019, Head of the Federal Antimonopoly Service Igor Artemiev and Governor of the Stavropol region, Vladimir Vladimirov, had a working meeting on the pressing issues of the regional economy
The parties discussed pro-competitive measures in Stavropol, public procurement and tariff regulation.
As a meeting outcome, the parties agreed to organise a tariff policy meeting in the Stavropol region and expressed readiness to sign a gas regulatory contract*.
* The main goals and objectives of contracts are:
• Allocating additional funds from tariff revenue by regulated entities (due to decreased operational costs) for gasification of towns and rural settlements;
• Formalizing and implementing all basic FAS principles in the field of tariff regulation: long-term tariffs (no less than 5 years), “inflation minus”, benchmarking of costs elements, excluding non-mandatory costs, analyzing whether procurements comply with the Federal Law “On Procurement of Goods, Works, Services by Particular Types of Legal Entities” (№ 223-FZ);
• “One window” principle to work with consumers;
• Decreasing the costs and timeline for connecting consumers to gas-distribution networks.
