VIOLATIONS OF THE ANTIMONOPOLY LAW IN THE ZABAIKALYE TERRITORY ARE DECREASING
To improve the trend, FAS suggests training workshops, conferences and working meetings to the regional Government
Deputy Head of FAS Andrey Kashevarov discussed it with Governor of the Zabaikalye Territory, Alexander Osipov.
He confirmed that the Federal Antimonopoly Service and Zabaikalye OFAS are ready to provide methodological support to the regional and local authorities on observing the antimonopoly law.
Andrey Kashevarov also pointed out that fulfilling the National Plan and the relevant Order of the President of the Russian Federation issued following the State Council, the region is drafting a Road Map on competition development that cover 60 measures on 35 markets.
“100% presence of private business is already achieved on 13 markets in the region, the minimum values of the key targets are reached on 23 markets”, said Deputy Head of FAS.
The key indicators are increasing on the markets of inter-municipal passenger transportation and pedagogical support for children with disabilities. It is expected that by 2022 the share of private business will increase on the markets of preschool, general, secondary processional education, additional children education, children leisure and recreation, social and medical services.
14 regional executive bodies in Zabiakalye as well as local self-government bodies and NGOs are involved in implementing the Road Map.
Acting Head of Zabaikalye OFAS, Anna Gorbinova, also made a report at the meeting focused on fulfillment of the National Competition Development Plan in the Zabaikalye Territory. Attendees included members of the Council for Competition Support in the Zabaikalye Territory, representatives of business. The discussion covered pressing issues of observing the antimonopoly law and the law on procurement, execution of the measures included in the National Projects in view of the pro-competitive approaches specified in No. 618 Order of the President of the Russian Federation.
