ARKHANGELSK UPDATED ITS ROAD MAP FOR DEVELOPING COMPETITION IN THE REGION UNTIL 2022
The Plan is approved upon coordinating and refining it with FAS in September 2019
The updated “Road Map” has two main sections. The first section includes measures designed to develop competition on particular markets and achieving the key targets. The second block provides for systemic measures aimed in general towards developing competition in the region on the areas determined by the Competition Development Standard. The Road Map was mainstreamed due to updating the Standard in April 2019.
The Arkhangelsk region included 33 markets in the list in view of the specifics of the regional economy and strategic priorities of social-and-economic development, for example: markets of the services of collecting and transporting solid municipal waste; retail trade with medicinal drugs, medical services, social services, housing construction, heating supply, etc.
According to the approved Road Map, in 2022 the share of private companies in the Arkhangelsk region should be 60% on the market of retail trade with medicinal drugs, medical products and related goods, on the market of medical services – 10%.
In view of the priority of competition development tasks*, the work on mainstreaming and approving Road Maps must be completed in the near future. To assist regions, FAS devised Guidelines that outline several measures to be included in Competition Development Road Maps.
As of 1 October, FAS received 53 draft regional Competition Development Road Maps for approval.
Assisting regions, FAS devised the Guidelines on drafting Road Maps that contain a provisional list of measures, which can be expanded by regions.
