ANDREY TSARIKOVSKY HAD A WORKING MEETING WITH IGOR BABUSHKIN
Stats-Secretary, Deputy Head of FASand Governor of the Astrakhan region met for a business breakfast during the visit of Andrey Tsarikovskyto Astrakhan
On 18 March 2020, Andrey Tsarikovsky and Igor Babushkin discussed execution of the National Competition Development Plan and the list of Orders given by the President of Russia in order to develop competition in the region as well as some pressing issues on the economic agenda.
Andrey Tsarikovsky reminded that in 2018 FAS and the Government of the Astrakhan region signed an Agreement on Cooperation.
In 2019 the Astrakhan region was on the 19th place in the ranking of Heads of regions by the level of competition support. Astrakhan improved its position by 5 points compared to the previous ranking (the 24th place).
“The ranking demonstrates the efficiency of a system created in the region to support competition on the basis of the Standard for developing competition in the subjects of the Russian Federation and eh quality of efforts undertaken in this area”, said Andrey Tsarikovsky. “The Astrakhan region is actively involved in fulfilling the Standard and as a result the region in the TOP-20 in the ranking”.
Antimonopoly violations by the authorities in the Astrakhan region decreased by 68.4% in 2019; the share of procurement by small business and socially-oriented entities increased by 6.43%, while the number of unitary enterprises decreased by 32.8%.
“This statistics clearly shows that the pro-competitive policy in the region is successful”, emphasized Deputy Head of FAS.
Igor Babushkin pointed out that “the Government of the Astrakhan region in cooperation with FAS is pursuing the competition development policy in all sectors of the economy. To improve competitive market mechanisms in the region, we shall undertake large-scale efforts to reorganize municipal and regional unitary enterprises in the near future”.
Deputy Head of FAS Alexei Dotsenko; Deputy Chairman of the Government of the Astrakhan region – Minister for Economic Development of the Astrakhan region, Kazbek Khadikov; Deputy Head of the Office of the Governor the Astrakhan region, Vladimir Ostashkevich; and Head of Astrakhan OFAS Nikolai Merkulov also took part in the event.
