URALS MINISTER WANTS TO DEBAR YOUNG DOCTORS FROM EMPLOYMENT IN PRIVATE CLINICS
An appeal to debar graduates of medical universities work in private medical facilities for 6 years directly contradicts equality of all forms of property guaranteed by the Constitution of the Russian Federation* and can result in restricting competition on the relevant markets
The Federal Antimonopoly Service issued a warning to the Minister of Healthcare of the Sverdlovsk region, Andrey Tsvetkov, due to a public statement he made during the Round Table “On the measures for reducing staff shortage in healthcare” at the Public Chamber of the Russian Federation on 21 February 2020.
In the minister’s opinion, a 6-year moratorium for graduates of medical universities to work at private medical facilities will help decrease staff shortage in the sector. Similar ideas were described in the article – “Urals minister suggest debarring young doctors from employment in private medical and preventative treatment facilities” published on “Medvestnik” internet-portal.
Maxim Degtyaryov, Deputy Head of FAS Department for Control over Social Sphere and Trade, pointed out: “Such public statement by an official from a governmental agency of a subject of the Russian Federation is unacceptable, because execution of the proposed initiatives can create preferential conditions for public medical facilities and restrict competition on the market of medical services”.
