from the Forest Code of the Russian Federation of  04.12.2006 № 200- FZ

Article 50. Protection of Competition in the Use of Forests

     1. Monopolistic activity and unfair competition in the use of forests are forbidden.

      2. The federal executive authorities, public authorities of the subjects of the Russian Federation, bodies of local self-government, other bodies or organizations, exercising functions of the above-mentioned bodies, are forbidden to adopt acts and (or) execute actions (inactions), as well as conclude agreements or take concerted actions in the use of forests, which result or may result in the prevention, restriction, elimination of competition.

     3.The Federal executive bodies, authorized by the Government of the Russian Federation, may determine the maximum volume of timber, subject to logging by a person  (a group of persons), except for the cases, specified by part 8 Article 80 of the present Code.

     4. The state control over economic concentration in the use of forests is exercised in accordance with the Federal Law of July 26, 2006 N 135-FL “On protection of Competition”.
