“LUKOIL” Group agreed its trading practices with FAS Russia

On 26th March 2014, the Federal Antimonopoly Service (FAS Russia) agreed upon the trading practices of “LUKOIL” Group on wholesale sales of gasoline and diesel fuel in the Russian Federation.

“LUKOIL” devised its trading policies to establish non-discriminatory and transparent conditions for sales of gasoline and diesel fuel in the Russian Federation. The trading policies outline the principles, conditions, methods, and destinations of oil products sales by all companies, included in the “LUKOIL” Group that are involved in wholesale sales of motor fuel in the Russian Federation, describe the qualifying requirements to the buyers and comprise the main information on the pricing procedures and the procedures for concluding contracts for supplying oil products.

In these documents the “LUKOIL” Group officially formalized its orientation towards being able to completely satisfy applications filed by the end-customers and the third parties for supplying motor fuel both directly from oil refineries and through oil depots of subsidiaries. In particular, by organizational separation of wholesale and retail sales of oil products, upon enactment of the Technical Regulations on preventing circulation of gasoline under the fifth grade in the Russian Federation and a complete transition of the market to the above standards from 2016. It will increase openness and transparency of sales and enable non-discriminatory access of consumers to the retail and wholesale market of oil products.

Earlier FAS agreed upon the trading policies of “TNK-BP”, “Bashneft” OJSC and “Gazprom Neft” OJSC.

The purpose of signing trading policies is to:

• Provide the maximum transparency of the sales efforts of oil companies for the current and potential buyers, regulatory bodies, officers of oil companies and other interested persons

• Prevent violations of the current law of the Russian Federation

• Inform about the policy of oil companies in the field of oil products sales on the wholesale markets in the Russian Federation, particularly, on the pricing procedures and the procedures for selecting counteragents.

“These documents and their enforcement practice will be an important step in establishing civilized conditions on the market of oil and oil products in the Russian Federation”, emphasized the Head of FAS Department for Control over Fuel-and-Energy Complex, Dmitry Makhonin.
