FAS took part in the work of the Legal Commission on Transport in Krasnoyarsk
On 19 February 2016 the programme of Krasnoyarsk Economic Forum included a meeting of the Government Transport Commission chaired by Deputy Prime-Minister Arkady Dvorkovich.
The Federal Antimonopoly Service (FAS Russia) was represented by Deputy Head of FAS Vitaly Korolyov.
Discussing how the subjects of the Russian Federation fulfill their obligations to provide commuter transport services to the population, Deputy Head of FAS reported that at the end of 2015 the Antimonopoly Service had approved the procedure to calculate the fee rates for leasing rolling stock, and its maintenance and repair. It reduced the risks of disputes between commuter passenger companies and the regions because the procedure specifies a clear algorithm for calculating the rates and particular indexation parameters for 2016: lease – 7.4%, control, operation and repair – 6.4%.
FAS also forwarded scenario conditions on regulating commuter railway transportation to the regions and informed that the tariffs for the population for commuter railway transportation must not exceed 10% in 2016.
FAS has already identified a number of regions where indexing exceeded an established threshold. Every such region received a letter from the Antimonopoly Service requesting to review the tariffs.
