FAS: introducing USAIS must become and excessive burden for business

On 18 February 2016 the Head of the Fiscal Control Department of the Federal Antimonopoly Service (FAS Russia), Vladimir Mishelovin, took part in the “Independent Brewing, Cider- and Mead-Making in Russia” All-Russian Conference.

More than 100 small and medium producers of beer, cider, poiré and mead, representatives of federal executive bodies and NGOs took part in the Conference.

One of the main themes of their discussions was a concern of the market players with regard to sustainable performance of USAIS (1), and the costs of its installation and maintenance.

“With time USAIS will be a unique Russian achievement enabling to record circulation of alcohol products across the entire Russia. It is important to understand that introducing the system must not become an excessive burden for small companies. On the contrary, it should relieve business from excessive reporting forms, making the process automated”, said Vladimir Mishelovin.

FAS representative stated that the antimonopoly authority will carefully watch development of the situation around USAIS and suppress potential abuses by intermediaries who offer commercial services related to system implementation.
