FAS and the Ministry of Defence combine efforts to control the quality of military products

 Upon an invitation of the Ministry of Defence, representatives of the Federal Antimonopoly Service (FAS Russia) took part in the Conference on “Issues of concern in providing quality military products and avenues to solve them”.

The event was organized on the basis of “46 Central Research Institute”; discussions focused on increasing the quality of defence products, experience of the works on establishing a unified mix of electronic components, practice of control over reliability targets fitting the specified requirements, etc.

Mikhail Kirpichev, Deputy Head of FAS Legal Department in Public Defence Procurement, made a report drawing attention to the fact that when in December 2014 FAS was assigned the function to control public defence procurement, the powers to control compliance with the technical regulations were not fully transferred to FAS. Therefore, the antimonopoly body is now clarifying the authority of officials on investigating administrative cases under Articles 14.43, 14.44 and 14.49 of the Code of the Russian Federation on Administrative Violations (1).

The Conference discussed possible avenues for coordinating departmental efforts to promptly ensure holding the violators administratively liable, particularly, by entering into an Agreement on Cooperation between the Ministry of Defence and FAS on exchanging information in the field of quality control of defence products.

Finally, it was pointed out that one of the priority objectives is consolidating efforts of the two bodies to form a cross-sectoral control system over observing the mandatory requirements to defence products by delineating the powers of regulators and adjusting normative legal acts of the Russian Federation in line with their scopes of jurisdiction.
