The 15th Annual Conference of the International Competition Network (ICN)
The 15th Annual Conference of the International Competition Network (ICN) took place in Singapore on 26 – 29 April. It was organized by the Competition Commission of the Republic of Singapore.
The welcoming remarks were given by the Head of Singapore Competition Commission, Aubec Kam Tse Tsun and the Chairman of ICN Steering Committee, Andreas Mundt.
Aubec Kam Tse Tsun thanked all Conference delegates for participation and pointed out that “ICN Conference not only accumulates experience but also enables launching new prospective projects”. The Conference agenda included five areas essential for ICN: advocacy, agency efficiency, cartels, mergers and unilateral conduct, as well as a meeting of ICN Steering Committee, to which FAS is a member.
A FAS delegation led by Deputy Head of FAS Andrey Tsyganov, and members of the Non-Profit Partnership for Competition Support took part in the event. The FAS delegation held talks with representatives of several foreign competition authorities and international organizations on further advancing cooperation in the field of competition policy; made a report at a session on agency efficiency, summarizing experience in this field; and moderated a session on unilateral conduct that focused on public competition restrictions.
A member of the Non-Profit Partnership for Competition Support, Denis Gavrilov, was a speaker at the session of the Cartel Working Group on strengthening cooperation.

The International Competition Network (ICN) is the only international organization uniting government bodies of developed and developing countries across the world and devoted exclusively to antimonopoly policy, competition law enforcement and developing efficient international cooperation in this field.
ICN was set up in October 2001. Russian competition authority has been a member of ICN Steering Committee since 2006.
Currently ICN members are 130 competition authorities from 117 countries, including the US, the EC, and countries of Eastern Europe, the CIS, Latin America and Asia. ICN cooperated on an ongoing basis with international organizations, particularly OECD, WTO, UNCTAD and associations of practicing lawyers specializing in competition law.
