Practical issues of implementing the Competition Development Standard are discussed in Kazan

A workshop on practices of implementing the Competition Development Standard in the subjects of the Russian Federation took place on 26 April at FAS Centre for Education and Methodics. Attendees included representatives of the Federal Antimonopoly Service and its regional Offices, the Ministry of Economic Development of the Russian Federation, the “Strategic Initiatives Agency for Promoting New Projects” Autonomous Non-Profit Organization, federal and municipal executive bodies. Overall, 55 regions were represented at the event.

The welcoming address was given by First Deputy Prime-Minister of the Republic of Tatarstan, Alexei Pesoshin.

The Head of FAS Fiscal Control Department, Vladimir Mihselovin, and his Deputy Elena Rybachenko, discussed practical issues of implementing the Standard in the regions and noteworthy experience of the subjects of the Russian Federation.  

Deputy Director of the Department of Small and Medium Business and Competition, of the Ministry of Economic Development, Kirill Yemelyanov, outlined the process of evaluating the subjects and their Heads.

Alexander Slesaryov, a programme team leader at the “Strategic Initiatives Agency for Promoting New Projects” gave some examples of the errors made implementing the Standard.

Representatives of the Republic of Tatarstan, the Republic of Mordovia, Moscow, the Moscow region, Omsk, Nizhny Novgorod and Ulyanovsk regions, the Yaransky District of the Kirov region presented their experience of implementing the Standard in their respective areas.

Staff members of FAS Offices in Kurgan, Moscow, Sverdlovsk, Tyumen and Nizhny Novgorod regions outlined forms of cooperation with the authorized bodies of the subjects of the Russian Federation, highlighted some methodological issues and ways to facilitate Standard implementation by regional Offices of the Antimonopoly Service.

Participants repeatedly mentioned staffing support to regional and municipal bodies as the main issue hampering Standard implementation.

They asked the organizers to hold such workshops on a regular basis, with special sections focusing on detailed consideration of Standard implementation.

Deputy Head of FAS Alexei Dotsenko pointed out that the annual workshops have become a tradition and such experience exchange will be useful for the attendees to come up with practical solutions for implementing the Competition Development Standard in the subjects of the Russian Federation.

The “Competition Development Standard in the subjects of the Russian Federation” was devised to enforce Clause 2 Section III of the Action Plan (the “Road Map”) for “Developing Competition and Improving the Antimonopoly Policy”, approved by No. 2579-r Decree of the Government of the Russian Federation of 28 December 2012. On 4 November 2014, the President of Russia Vladimir Putin signed No.705 Order “On making changes to a list of areas to evaluate efficiency of the work of theHheads of the subjects of the Russian Federation towards creating favourable conditions for doing business”. From 1 January 2015 all Heads of the subjects of the Russian Federation are evaluated under a new criterion – “Facilitating development of competition on the basis of the Competition Development Standard in the subjects of the Russian Federation”.

No. 1622-r Decree of the Government of the Russian Federation made changes to of the Action Plan (the “Road Map”) for “Developing Competition and Improving the Antimonopoly Policy” of 20.08.2015, approved by No. 2579-r of the Government of the Russian Federation of 28.12.2012, according to which FAS is a responsible executor for drafting a report on facilitating implementation of the Competition Development Standard in 85 subjects of the Russian Federation.

The new “Standard for developing competition in the subjects of the Russian Federation” is approved by No. 1738-r Decree of the Government of the Russian Federation of 05.09.2015.
