Changing tariffs for utilities and electric power meets the targets

The Federal Antimonopoly Service (FAS Russia) has analyzed tariff decisions made by regional executive bodies in the Russian Federation. The average changes to the utility charges across Russia do not exceed 4%, which is in line with the forecasts for social-and-economic development of the Russian Federation for 2016.

Having analyzed the tariff decisions of executive bodies FAS has not revealed the maximum index of changing the utility fee paid by general public.

“The survey of decisions on maximum indices of changing the utility fees paid by general public shows that in most cases they fall within the targeted 4%”, said Deputy Head of FAS Vitaly Korolev.

He also pointed out that in some regions decision on the indices of changing the utility fee exceed the regulatory growth restrictions. “It’s worth noting that such cases are specified in the relevant law, and all decisions are made after prior approvals with representative local self-government bodies”, added Vitaly Korolev.

Monitoring the growth of the maximum tariff level for large sources with combined generation showed that in the second half of 2016 the price growth will be 2.6% on average in the Russian Federation.

FAS also approved the maximum and minimum tariff levels for electric power supplied to the population and equated consumer categories in the subjects of the Russian Federation.

On average, from 1 July 2016 the power tariff will increase by 6.7% against the 7.5% target. 12 regions of the Russian Federation set electric power tariffs equal to the minimum level approved by the regulator.
