Results of the work of the antimonopoly bodies of the CIS member-states on developing efficient competitive environment

“Developing competition and establishing a normal competitive environment, enabling an efficient national economy is one of the essential objectives of all CIS states”: these were the first words of Deputy Head of FAS Andrey Tsyganov at the meeting of the Economic Commission of the CIS Economic Council, giving a report “On developing national policy and the role of the antimonopoly bodies in achieving social-and-economic objectives (the experience of the Russian Federation)”.  

Deputy Head of FAS reminded that in 2009 FAS had already drafted and presented a report “On the state and trends in developing a competition policy in the Russian Federation” to the Economic Commission, and then the CIS Economic Council.

In five years, FAS has prepared a new report for the Economic Commission based on the 25-year experience.

The Report outlines the key steps undertaken by the Government of the Russian Federation to enhance competition policy efficiency: improving the competition law and enforcement practice, institutional transformations, a package of measures designed to build up synergy of powers of the antimonopoly body to ensure pro-competitive development of the entire sectors of the economy.

The Report presents in detail FAS efforts in antimonopoly and tariff regulation, including the relevant 5-year statistical data.

The final part of the Report focuses on the key FAS objectives for pursuing the competition policy in the near future.  

“No doubt the Report describing the changes in Russian competition policy, experience in this filed through the prism of their impact upon achieving social-and-economic objectives will be of a considerable interest for the CIS member-states”, emphasized Andrey Tsyganov.

He also pointed out that the “competition policies in our countries were a subject of qualified international expert examination: Armenia under the frame of UNCTAD; Kazakhstan and Russia presented reports to OECD to be discussed by a broad international platform of experts and the Heads of the antimonopoly bodies in dozens of countries”.

“We are absolutely convinced that pro-competitive economic development is a fundamental issue, which is very important not only for antimonopoly bodies but in general are a determining factor for developing of our countries”, summed up Andrey Tsyganov.

The Economic Commission approved the Report and pointed out that ICAP is one of the most active bodies of sectroal CIS cooperation presenting the results of its work on a regular basis.
