Andrey Tsyganov: we are ready to further develop cooperation with Korean antimonopoly authority
On 8 September 2016, at the 9th Seoul International Competition Forum organized by the Fair Trade Commission (FTC) of the Republic of Korea, Deputy Head of FAS Andrey Tsyganov and Korea FTC Deputy Chairman, Mr. Hackhyun Kim, had the 16th consulting meeting.
The parties exchange experiences of investigating recent, most significant cases, discussed pressing issues of competition law enforcement and the prospects of further cooperation.
In particular, Andrey Tsyganov outlined the changes in Russian antimonopoly law and in FAS structure. He shared the results of the antimonopoly investigation against Google and opening a case against Apple.
Deputy Head of FAS specially emphasized a long-lasting productive cooperation between Russian and Korean antimonopoly bodies that had started as far back as in 1995. “Such events are extremely valuable for us”, emphasized Andrey Tsyganov. “It is specific that the two Heads of competition authorities met directly after negotiations between the Presidents of the Russian Federation and the Republic of Korea who discussed a wide range of issues in the field of bilateral cooperation. I am confident that one of prospects for further cooperation will be joint investigations of violations of the antimonopoly law”.
At the end, the parties signed the Protocol of the 16th consulting meeting on antimonopoly policy between FAS Russia and Korea FTC.
Seoul International Competition Forum is a regular event organized by the Fair Trade Commission (FTC) of the Republic of Korea biennially to discuss the most pressing issues of competition policy and enforcement. The 9th Forum’s agenda included competition on the secondary market, exchanging information among competitors, etc.
The Heads of the leading competition authorities, experts in the field of competition policy and enforcement from the organization for Economic Cooperation and Development (OECD), the UN Commission on Trade and Development (UNCTAD) and other international organizations, academic community, practicing lawyers took part in the Forum to exchange opinions on the most important issues of competition law and policy.
