FAS Order approving the new information disclosure standards for natural monopolies has come into effect
On 23 September 2016, No. 935/16 FAS Order “On approving the forms, time periods and periodicity of information disclosure by natural monopolies that render services of oil and oil products transportation via major pipelines as well as the rules for filling in such forms” of 14 July 2016 came into force to support transparency of the work of natural monopolies.
Currently information disclosure by natural monopolies is done in accord with No. 11-e Order of the Federal Tariff Service of 19 January 2011 and No. 40 FAS Order of 28 January 2011.
Since the powers of the Federal Tariff Service are transferred to the antimonopoly body, FAS has devised a single document on information disclosure by natural monopolies. The new procedure also provides for natural monopolies disclosing information about the tariff rates for the services on loading, transshipment and delivering oil products as well as executing orders and dispatching oil product transportation via major oil products pipelines and information about the tariff rates for the services on loading, transshipment and delivering oil products from the system of major oil products pipelines.
According to FAS, the above-mentioned will enable “Transneft" PJSC to enhance the level of free access to information about its operations and oil companies to perform a better quality planning of their current operating activities.
“The information disclosure standards is just a tiny piece of what FAS has to do improving the regulatory-and-legal framework in the part of regulating natural monopolies, including tariff-setting, and the work is already in high gear”, said the Head of FAS Department for Regulating Fuel-and-Energy Complex, Dmitry Makhonin.
