A tariff regulation workshop took place in Yalta. The agenda of the second day included passenger rail commuting, the electric power industry, the housing & utility sector and the fuel-and-industry complex.
Participants had discussions in a number of Working Groups. This format helped analyse the current tariff regulation system in detail.
At the session of the Working Group on the housing & utility sector, Deputy Head of FAS Department for Regulating the Housing & Utility Sector, Alexander Fedyakov, said that changes are made to the law that will enable a successful 2017 tariff campaign.
He gave a thorough description of a new model for regulating solid household waste. After the authorities of the constituent territories of the Russian Federation select a regional operator, they enter in an agreement with the operator, specifying the maximum level that the tariffs cannot exceed.
“If such an agreement is concluded for ten years, during that period an organization will understand the scope of financial means that it possesses, and consumers will be protected from growing tariffs”, emphasized Alexander Fedyakov.
He also reported that FAS monitors the law on the cahrges for connecting to the heat- and water supply and water drainage systems. Deputy Head of FAS Department asked representatives of regional regulators to forward their proposals to the Antimonopoly Service.
The Working Group on the Electric Power Industry faces a challenge of developing new regulation over integrated power grid. Sergey Dudkin, Deputy Head of FAS Department for Regulating the Electric Power Industry outlined several options for reloading the RAB-regulation system. He reminded that the Antimonopoly Service formed a Working Group to find the relevant solutions.
Exchange trading with oil products and deregulating the gas market were the main discussion lines at the meeting of the Working Group on the fuel-and-industry complex. According to the Head of FAS Department for Regulating the Fuel-and-Industry Complex, around 2 billion m³ of gas are now sold through the exchange, which may mean developing of an exchange indicator in the near future.
“Based on the outcome of the workshop and the sessions of Working Groups a Protocol will be drafted that we then forward to all event participants”, concluded Deputy Head of FAS Vitaly Korolev.
