Under current economic conditions, there are serious barriers for developing competition

The statement was made by Deputy Head of FAS Sergey Puzyrevskiy at a Pravo.ru conference

“In 2016 the ten-year reform of the antimonopoly law is practically completed. The final chord of all changes was adopting the forth antimonopoly package of amendments to the Federal Law “On Protection of Competition”, started Deputy Head of FAS Sergey Puzyrevskiy at a Pravo.ru conference. “The novelties decreased administrative barriers for business and make application of the Law clearer and more understandable for the business community”.

Deputy Head of FASdiscussed the “anti-crisis” draft laws adopted in June 2016.

“It reduced the grounds for unscheduled inspections of small companies: they will take place only upon approval by the Prosecutor’s Office. Exceptions will be only inspections in exposing cartels”, pointed out Sergey Puzyrevskiy.

Then Deputy Head of FASmoved to the existing problems.“At the moment the key sectors of the economy are being monopolized, the number of state and municipal unitary enterprises and private sectors is reducing”, stated Sergey Puzyrevskiy.

There are numerous unsolved issues in tariff system. According to Deputy Head of FAS, tariff regulation should become more transparent for consumers. “It is necessary to expose the costs and gradually move to the comparable markets method”.

For a systemic approach to solving all issues, FAS drafted 2017-2018 National Competition Development Plan by sectors of the economy. “The Plan comprises two parts: the first part outlines the general principles of the competition development policy, the second – includes particular events by various sectors of the economy. Efficient competition often generates efficient economy, which, in its turn, guarantees national sovereignty and security”, concluded Sergey Puzyrevskiy.
