Tariff regulation of aquatic resources were discussed in Budapest
The IV workshop of Energy Regional Regulators Association (ERRA) on regulating aquatic resources took place in Budapest (Hungary) on 28-29 November 2016.
The workshop was an associated event of Budapest Water Summit; 8 ERRA member-countries took part in the workshop: Albania, Estonia, Georgia, Hungary, Latvia, Lithuania, Macedonia and Russia.
Participants discussed the latest news and trends in tariff regulation over water supply and drainage, current approaches to tariff regulation methods. Special attention was paid the analogue comparison method (benchmarking).
Russia was represented by Deputy Head of FAS Department for Regulating the Housing & Utilities Sector, Alexander Fedyakov, who gave a report on FAS powers in water supply and drainage, the current principles and mechanisms of tariff regulation and strategic planning for developing water supply and drainage.
“Using the “comparable markets” methods that factor in economic trends in tariff regulation should become the priority method in tariff regulation in the Russian Federation. Thorough studying of foreign experience in tariff setting by benchmarking will help avoid mistakes and enable to determine the correct methods in tariff regulation”, pointed out the FAS representative.
