FAS took part in a “Round Table” of the Committee of the Federation Council on Economic Policy
On 1 December 2016, the Committee of the Federation Council on Economic Policyheld a session of “Legislative support of investment activity in the electric and heat power supply in the Russian Federation”.
The Committee discussed the issues of increasing investment attractiveness of the energy sector, new models of the heat energy market, and measures towards increasing payment discipline in the industry.
Representatives of the Ministry of Energy of the Russian Federation, generating and network companies, the expert community took part in the “Round Table”.
FAS was represented by Elena Tsyshevskaya. Deputy Head of FAS Department for Regulating the Housing & Utility Sector discussed the novelties in regulating the heat power sector, and regulatory acts devised by the Antimonopoly Service.
She emphasized principal changes on the approach to the system of relations in the field of heating supply, creating economic incentives for efficient performance, development of district heating systems, and attracting investments to the heat supply sector.
The “Round Table” actively discussed new approaches to tariff regulation. Answering questions from the audiencew, Elena Tsyshevskaya emphasized the importance of shifting from regulation through the “costs plus” method” to the methods of norm-setting and benchmark (standard) costs.
