FAS and the Government of the Ulyanovsk region signed an Agreement on Cooperation
The Federal Antimonopoly Service and the Government of the Ulyanovsk region signed an Agreement on Cooperation at the extended session of FAS Collegium on 1 March 2017.
On behalf of the antimonopoly body the Agreement is signed by Head of FAS Igor Artemiev; on behalf of the region – the Governor of the Ulyanovsk region Sergey Morozov.
The subject matter of the Agreement is organizing events designs to protect competition, create conditions for efficient performance of markets, implement the national policy towards developing competition in the Ulyanovsk region, improve investment attractiveness, intensify competition in public, municipal and corporate procurement, and improve informational openness of executive bodies and local self-government bodies.
Igor Artemiev emphasized: “One can confidently call the today’s event a historic one. This is the first time in the history of the antimonopoly bodies when the Head of a region initiates signing such an agreement that provides for deep joint efforts towards developing competition in a Russian province, in this case, the Ulyanovsk region. In the Agreement we are moving further than the documents already approved by the Government to develop competition. Under the frame of this pilot project we wish to show to Russia and the entire world how pro-competitive programs in different areas and sectors of the economy can be achieved through joint efforts”.
Sergey Morozov pointed out that his expectations from the Agreement developing competition and improving the quality of life in the region. “A decision is already made that municipal and regional state enterprises (in shareholding or unitary ownership) in the Ulyanovsk region will be liquidated where there is developed competitive environment. Thus, all our efforts will be focused on developing small and medium business”.
