Igor Artemiev: FAS is watching the unified tariff-setting rules and incidents of tariff discrimination
The Head of the antimonopoly authority discussed pressing issues of tariff regulation
Igor Artemiev welcomed participants of a workshop on “Pressing issues in tariff regulation” that took place on 3 March 2017 in Moscow.
He pointed out that the subordination scheme of Regional Energy Commissions is still under discussion by FAS; yet, he emphasized that the antimonopoly body does not support the initiative: “Independence of the regions in making tariff decisions should be preserved”. The Head of FAS added that federal control over regional decisions should be tightened. He said: “FAS should have the right to abolish unlawful decisions of Regional Energy Commissions, pass tariffs for idle Regional Energy Commissions, and every five years Heads of Regional Commissions should sit a qualifying examination to confirm their right to work in the profession”.
Igor Artemiev reminded of a FAS-drafted Federal Law “On the Basic Principles of State Regulation of Prices (Tariffs)” and the National Competition Development Plan, where tariff regulation improvement is an important element of the general strategy towards enhancing efficiency and economic development.
