FAS plans for 2017 include changing approaches to tariff regulation
Setting the tariffs for 2017 FAS factors in a growth of prices (tariffs) for electric power on a non-regulated- wholesale market – 6.5%, for network companies - 3%, for the population - 5%
On 3 March 2017, FAS held a workshop for representatives of regional offices of the Antimonopoly Service and Regional Energy Commissions (REC) on the pressing issues of tariff regulation.
The workshop discussed changes to the law on tariff regulation in the field of electric power generation, heating power generation and railway carriage.
Head of FAS Department for Regional Tariff Regulation, Yulia Yudina, highlighted in detail approaches and prospects in tariff regulation in the subjects of the Russian Federation and urged REC representatives to duly register expert conclusions on tariff decisions.
Alexei Matyukhin, Head of FAS Department for Regulation over the Housing-and-Utility Sector discussed the latest changes in the current tariff regulation over the housing-and-utility sector.
Summing up the results of 2016, Head of the Department for Regulating Electric Power Industry, Dmitry Vasiliev, reported that last year, setting the tariffs for 2017, FAS factored in) a growth of prices (tariffs) for electric power on a non-regulated- wholesale market - 6,5%, for network companies - 3%, for the population - 5% (which is below the 2016 inflation level).
At the end of the workshop, Head of FAS Department for Transport Regulation, Andrey Kuznetsov, discussed the results of FAS efforts in the filed of regulating railway, water and air transport. He pointed out at several issues exposed monitoring the tariff-setting practice for commuter passenger transportation: improper requirement execution by the regional authorities setting tariffs for commuter railway transportation; charging travel fees directly on the trains; setting different tariffs for travelling in commuter trains within the same region depending on the route; a non-transparent system of dynamic pricing.
The workshop on the pressing issued of tariff regulation was organized under the frame of an extended FAS Collegium (27 February - 3 March 2017).
