Lenar Shafigullin: The base organization facilitated dissemination of the best competitive practices
Director of FAS Centre for Education and Methodics emphasized this at ICAP meeting
On 17 March 2017, in Chisinau, the Interstate Council on Antimonopoly Policy held the 46th session. Lenar Shafigullin,Director of FAS Centre for Education and Methodics, took part in the session. He reported the results of the Centre’s work as the base organizations for the CIS member-states on professional retraining and advancing qualification in the field of antimonopoly regulation and competition policy.
Lenar Shafigullin pointed out: “As the base organization, we offer our foreign colleagues not only educational services but also facilitate dissemination of the best practices in antimonopoly regulation and competition policy”.
Since 2012, 101 employees of competitor authorities of the CIS states took part in the events organized by the Centre. “Before 2015 the number of visiting foreign colleagues did not exceed 9-16 per year; last year there was a considerable increase – 49 specialists took part in the advancing qualification programmes, trainings and conferences ”, said the speaker.
For example, educational programmes on antimonopoly and tariff regulation in the field-and energy complex and exposing and proving cartels were organized for the employees of the Ministry of National Economy of the Republic of Kazakhstan and the Ministry of the Republic of Belarus for Antimonopoly Regulation and Commerce. Apart from lectures, there were meetings with the officers of the Tatarstan OFAS when the participants learned about OFAS work and discussed specifics of their national laws.
In April 2016 the colleagues from Kazakhstan and Kyrgyzstan competition authorities took part in an international training: “Observing the antimonopoly law in industry”.
In September FAS Centre for Education and Methodics organized an International Research-to-Practice Conference “Supporting Competition in Trading”, where Deputy Director of the State Antimonopoly Regulation Agency at the Government of the Republic of Kirgizia, Kineshbai Tailakov, gave a report on regulating commercial activities in Kirgizia.
Lenar Shafigullin said: “The past year showed that practice of the competition authorities of the CIS states is of a considerable interest for us and our listeners. In its turn, the experience of the Federal Antimonopoly Service, the path that FAS has travelled lately is quite significant and can be useful for the colleagues. Joint participation in the events not only helps establish working contacts but is simply necessary in the modern reality. Cooperation is exactly the path that encourages dissemination of efficient practices, experience exchange”.
