Alexei Matyukhin: FAS is actively involved in developing standardizes rates for connecting water supply systems
It will unify the procedure for estimating connecting payments making it more transparent and clear for consumers
The Working Group on water supply and water drainage formed by the Expert Council on Housing & Utility Sector had a special session at the workshop on the “Results of tariff regulation over the housing & utility complex in the first long-term period. Controversial issues and practical approaches to solving them. Judicial practice on activities of water supply companies”.
The session discussed problematic aspects of estimating and applying fees for connecting to water supply and drainage systems as well as legislative initiatives on improving the current law regulating the payment calculation procedure, and some issues of tariff regulation in the filed of water supply and water drainage.
The Working Group Chairman, Head of FAS Department for Regulating the Housing and Utility Sector, Alexei Matyukhin paid special attention to the concept of common standardized rates for connection in the territory of the subjects of Russian Federation. He pointed out: “Implementing the proposed changes will standardize the payment calculating procedure for connecting to water supply and drainage, and will make it more transparent and accessible for consumers”.
Following the Working Group meeting, Alexei Matyukhin invited participants to send proposals to FAS and the Russian Association of Water Supply and Drainage to make changes to the current regulatory acts for further discussions and consideration.
