Adopting clinical recommendations will stimulate development of competition in health care

The spring session of the Inter-Parliamentary Assembly of the CIS member-states (IPA CIS) took part in Taurida Palace on 26-27 March 2017.
The event included meetings of the Ongoing IPA CIS Commission of on various sectors as well as more than 35 bilateral meetings between Heads of Parliamentary delegations.
On 27 March, Head of FAS Department for Control over Social Sphere and Trade Timophey Nizhegorodtsev took part in IPA CIS Expert Council in Health Care. The expert discussion focused on clinical medicine in the XXI cent. and the need to develop clinical recommendations in view of regional factors and determining the position of those recommendations in the health care system. The Expert Council also discussed a set of issues related to the status, order and procedures for devising clinical recommendations and the legal consequences of introducing them.
Special attention was paid to taking clinical recommendations into account by medical doctors in their everyday practice as well as the mechanism of devising and legalizing such recommendations, and the procedure for holding medical doctors liable for failure to execute mandatory requirements provided for by the recommendations.
Participants underlined the importance of clinical recommendations for stimulating competition in health care. “Clinical recommendations is not a simple system of coordinates in rendering health care in the field of medical services, their role is crucially important on the markets of medical services, drugs and medical products”, emphasized Timophey Nizhegorodtsev.
The Expert Council also discussed international requirements to the processes related to health care organization and the avenues for enhancing efficiency in the CIS. The utmost importance and timeliness of raising the issue of preparing clinical recommendations was stressed. The discussion will be continued at the next session of the Expert Council.
