Workshop in Kazan on the results of implementing the Competition Development Standards
Participants emphasized the importance of devising a common methodology to monitor the state of competition on the socially important and priority markets
The annual workshop on “Practice of implementing the Competition Development Standards in the subjects of the Russian Federation” took place on 3-4 April 2017 in FAS Center for Education and Methodics in Kazan. It became the first of a series of events in 2017. Representatives of 51 regions of the Russian Federation attended the workshop.
The welcoming address was delivered by Deputy Head of FAS Alexei Dotsenko: “Today we have an opportunity to exchange opinions on the results of implementing the Standard in 2016, controversial points and the best regional and municipal practices, as well as elaborate proposals for enhancing authorities’ performance to create a favourable competitive environment”.
The Minister of Economy, the Republic of Tatarstan, Artem Zdunov, shared achievements in developing innovative markets and supporting small and medium business.
Head of FAS Legal Department, Artem Molchanov, stated that the Competition Development Standard in the subjects of the Russian Federation is an integral element of the National Competition Plan being devised by the antimonopoly bodies.
Representatives of the authorities of the subjects of the Russian Federation, local self-government bodies and Head of FAS regional Offices took part in the discussion.
They agreed that it is necessary to improve the forms and sources of obtaining information on the state of competitive environment, introducing a ranking stimulation system, integrated decisions for professional training of specialists on competition development, methodological support of municipalities. Participants also supported the idea of specialized Round Tables for representatives of local self-government bodies.
The Inter-Departmental Working Group on implementing the Standard, that comprises the Ministry of Economic Development, FAS and Agency for Strategic Initiatives and the Analytical Center the Government of the Russian Federation, plans similar workshops in all Federal Districts in 2017.
