Sergey Puzyrevsky: FAS formed specialized Departments of antimonopoly regulation in many universities
There are already 49 Department and Centres on competition law in Russia
Deputy Head of FAS Sergey Puzyrevsky stated: “The brightest example, which should be followed after, is the efforts of Kutafin Moscow Law University. The subject of “Competition Law” is mandatory for the students. It means that all students that graduate with a Diploma in Law already have the basic knowledge of antimonopoly regulation”.
“In practice we have achieved the following: earlier young people required more than six months to adapt to work with FAS, now this period is cut down to just one month”, reported Deputy Head of FAS.
At the IV Moscow Legal Forum and the XII International Research-to-Practice Conference – “Kutafin Readings” Sergey Puzyrevsky discussed the trends in developing the antimonopoly law. Deputy Head of FAS explained: “The Report on the State of Competition showed us some alarming figures indicating a considerable expansion of the state sector in the economy that leads to monopolization of a number of industries. FAS has already drafted a law prohibiting state and municipal unitary enterprises on competitive markets. Upon analyzing the state of competition, the Antimonopoly Service will make decisions on approving or prohibition formation of such enterprises on the markets. The measure is also included in the National Competition Development Plan”.
He outlined a range of essential issues to be discussed at the Conference, in particular, finding out solutions to some tariff regulation problems and the balance of IP and the antimonopoly law.
Head of FAS Legal Department Artem Molchanov talked about tenders. He pointed out that there is only fragmentary regulation of the procedure. “To define and clarify the signs of competitive bidding, judicial and law enforcement practice should be analyses and deeper approaches are necessary”, underlined Artem Molchanov.
