Andrey Tenishev answered questions from representatives of the All-Russia People’s Front
The discussion at “GOSZAKAZ - for Fair Public Procurement” Forum & Exhibition started with a report by FAS representative on the cartel exposing efforts
Head of FAS Anti-Cartel Department Andrey Tenishev pointed out: “Increasingly more cartels and anticompetitive agreements are exposed annually in the Russian Federation. In 2016 FAS opened more than 600 cases on anticompetitive agreements, of which cartel 330 cases”.
Talking about the link between corruption and cartels, he emphasized that cartels are breeding grounds for corruption and added: “In 2016 the antimonopoly bodies opened 262 on anticompetitive agreements involving the authorities”.
Questions were asked by representatives of Tver region, Samara, the republic of Dagestan, the Primorie region, Krasnoyarsk, Novosibirsk and some other provinces.
An active discussion focused the issue of holding officials liable for bid-rigging with suppliers.
Many activists forwarded to FAS information about their investigations and informed about their cooperation with the antimonopoly bodies.
