Competition development in Russian regions was discussed at the XIV Krasnoyarsk Economic Forum

Head of FAS Fiscal Control Department Vladimir Mishelovin designated that a joint objective of FAS and the authorities of the subject of the Russian Federation and local self-government bodies to reduce twofold violations of the antimonopoly law. He sated: “It will undoubtedly improve the business environment”.

On 20 April 2017, there was a workshop on implementing the Competition Development Standard in Russian regions.

Attendees included representatives of the Ministry of the Russian Federation for Economic Development, the Federal Antimonopoly Service, the Analytical Centre at the Government of the Russian Federation, the authorized competition development bodies of the Krasnoyarsk and the Kemerovo regions. Representatives of 49 regions took part through videoconferencing. The workshop discussed some controversial issues that emerge in the course of implementing the Competition Development Standard in the subjects of the Russian Federation, recommendations and the main directions for improving its implementation practice.

Deputy Head of the Competition Policy Department at the Analytical Centre, Ksenia Sukhorukova, analyzed the indicators of the Road Maps of the subjects of the Russian Federation and other data under the frame of ranking Heads of regions by the level of competition support. In her opinion, methods for estimating indicators for the authorized bodies should be devised.

Vladimir Mishelovinunderlined that monitoring the state of competitive environment some subjects of the Russian Federation use non-representative samples of respondents. He emphasized that it is necessary to pay more attention to the markets where socially-oriented non-profit organizations operate.

Deputy Head of FAS Fiscal Control Department Elena Rybachenko informed participants about the results of the workshop on implementing the Competition Development Standard that took place on 3-4 April 2017 at FAS Centre for Education and Methodics in Kazan. Elena Rybachenko pointed out that the main issue in implementing the Standard, in the participants’ opinion, was absence of a unified method for monitoring the state of competitive environment.

The workshop is Krasnoyarsk made a decision to continue the practice of field meetings of the Interdepartmental Working Group on implementing the Standard in all Federal Districts.
