Control over public procurement and countering cartels are the basic premise for Russian economic security

The President of the Russian Federation signed an Order to include a Clause on the “need to improve the mechanisms for budget planning, control over public and municipal procurement and cartel prevention” in 2030 Economic Security Strategy

In 2016 FAS exposed 692 cartels and other anti-cartel agreements. 85% are bid-rigging cartels, including public defence procurement, alienating state property, harvesting and distributing aquatic biological resources, capital construction, part5icularly, road construction, provision of medicines, food products to the population, etc.

Experts estimate that annual damage from anticompetitive agreements on the markets and tenders can be 1.5 - 2% of GDP.

“Cartelization of the economy that has been happening in recent years undoubtedly threatens the economic security of Russia, so the need to counter cartels and other anticompetitive agreements is отражениеin the national Economic Security Strategy”, pointed Stats-Secretary, Deputy Head of FAS Andrey Tsarikovskiy.
