FAS once again warns not to make inappropriate forecasts

On 2 June 2017, FAS warned A. Kalachyov, an analyst expert of the Unit for Work with Mass Media, “FINAM” JSC, that actions, which may lead to violating the antimonopoly law, were unacceptable.

In particular, A. Kalachyov made a public statement on the estimated growth of prices for motor petrol, that could have led to demand-supply misbalance on the domestic market of oil products in the Russian Federation (comments to the article “Petrol in the regions went up to 50 RUB” of 21 April 2017 published on the web-site of Izvestia.Ru daily).

Under Article 25.7 of No.135-FZ Federal Law “On Protection of Competition”, actions that can lead to violating the antimonopoly law are unacceptable.

Under Part 5 Article 11 of No.135-FZ Federal Law “On Protection of Competition”, physical persons, commercial organizations and non-commercial organizations are prohibited to coordinate economic operations of economic entities if such coordination leads to any of the consequences specified in Parts 1 - 3 Article 11 that cannot be allowed under Articles 12 and 13 of the Federal Law or that are not provided for by the federal laws.
