Vitaly Korolev: FAS initiatives help find the balance between attracting investments to the heat supply sector and government control

Deputy Head of the Antimonopoly Service outlined FAS position with regard to the “alternative boiler-house” method at St Petersburg International Economic Forum

“The first task facing the Antimonopoly Service and the Ministry of Energy is to balance the “alternative boiler-house” method and the payment index for citizens that does not allow including additional parameters for an investment growth”, started Deputy Head of FAS Vitaly Korolev his speech at the Conference organized by the “Vedomosti” newspaper. “We all know that in recent years the increase was 4%. No radical changes are expected in the future”.

“The idea of “alternative boiler-house” is absolutely correct”, continued Deputy Head of FAS. “In our opinion, this is a method of attracting investments when other regulatory methods do not allow it. “Alternative boiler-house” will facilitate improvement of the heat supply quality”.

“Therefore, in general we support this approach. There are already regions that wish to adopt it. For them, “alternative boiler-house” in the mid- and long-term prospects leads to stable and reliable heating supply”, stated Vitaly Korolev.

Deputy Head of FAS reminded that at a similar conference of the “Vedomosti” newspaper he had reported on a draft Federal Law introducing special antimonopoly control over integrated heating suppliers.

“In the near future we must find the balance between solving the issue of attracting private investments in the heating supply sector and government control”, concluded Vitaly Korolev.
