“Rostelecom” forthputting restricted the rights of local telephony operators
“Rostelecom” PJSC imposed disadvantageous contract conditions for zonal connection in the Ivanovo, Kostroma, Yaroslavl, Lipetsk and Voronezh regions.
On 22 May 2017, the Federal Antimonopoly Service (FAS Russia) found that “Rostelecom” PJSC violated Clause 3 Part 1 Article 10 of the Federal Law “On Protection of Competition”.
The case was opened upon a complaint from “MegaFon” PJSC about “Rostelecom” PJSC imposing contact conditions that restricted traffic transfer between zonal telephony networks of operators connected to the telecommunications system of “MegaFon” PJSC.
As a result of such imposing, local telephony operators are disabled in their right to choose traffic transfer conditions for a zonal network, which can restrict competition on the market of intra-zonal telephony services, infringe the interests of local telephony operators in the field of entrepreneurial activity, and have an adverse effect upon the conditions of rendering communications services for subscribers.
An injunction to “Rostelecom” PJSC to eliminate the antimonopoly violation will be issued within the statutory period.
