Elena Tsyshevskaya: FAS is working on proposals on amending regulatory acts on heat supplies
A meeting of Working Group on heat supply at FAS Working Council on the Housing & Utility Sector
The Working Group discussed improving the law on contracts for heat carrier in the form of steam.
“Large heat consumers are keen to minimize the risks associated with increased heating energy tariffs and the costs of payment for it. In their turn, generating companies endeavour to keep large consumers that obtain heating energy from centralized sources of hearing. In particular, long-term non-regulated contract can become mutually beneficial for both parties, when prices for heating power are not regulated by the government", added Elena Tsyshevskaya.
Elena Tsyshevskaya also said that it is important to take into account international experience and asked producers and consumers to present it as arguments in the course of decision-making.
The Working Group will consider the need to amend a relevant Decree of the Government of the Russian Federation *.
