A new issue of “Russian Competition Law and Economy” Journal
Shortly before publishing a current issue of “Russian Competition Law and Economy” Journal there was an event significant not only for the antimonopoly body and business community but also for every citizen.
No. 208 Order of the President of the Russian Federation of 13 May 2017 approved the 2030 Strategy of the Russian Federation on Economic Security.
The new Strategy specifies the main tasks in FAS competence for developing the system of public administration in the economic field: improving government control over foreign investments in the economic entities of strategic importance for the national defence and state security and the mechanisms for control over public and municipal procurement.
In this context it is natural that one of the main themes of the new journal issue are publications of scholars and practitioners that discuss various aspects of combating cartels, particular, methodologies of exposing them (М. Khamukov), foreign experience and Russian cartel leniency programmes (А. Molchanov, О. Milchakova), proposals on implementing EAEU Anti-Cartel Convention (S. Maximov).
The second key theme was antimonopoly compliance (Е. Savina, A. Kornienko), with development of which FAS associates the prospects of a gradual transition from the “suppressing” model of government control in competition to a preventative one, based on exposing and eliminating the reasons and conditions restricting competition or preventing its development.
The plan will require considerable efforts not only from the authorities and business but also from the academic community. Considerable hopes are placed on our current and future authors, our experts, the Research Council of the Russian Academy of Sciences on Competition Protection and the Research-and-Methodology Council of Educational Institutions and FAS Departments of Competition Law and Antimonopoly Regulation.
