Anatoly Golomolzin: it is important to unify approaches to information processing

FAS Methodological Council on Tariff Regulation had a meeting on 29 June 2017.

The first item on the agenda concerned unacceptability of including services for organizing payments into regulated tariffs. When such services are included in the utility tariffs, consumers paying for these services cannot choose a bank company or a payment system, therefore, not being able to manage their banking expenses. 

The key speaker was Head of FAS Department for Control over Financial Markets, Lilia Belyaeva.

A decision was made for FAS to draft an act to unify the procedure in all regulated spheres. The Antimonopoly Service will implement the measures designed to reduce tariffs and improve the quality of banking services jointly with the Bank of Russia under the frame of a competition programme. In the near future amendments will be drafted to the relevant regulations.  

Next items on the agenda concerned FAS informational support. Deputy Director of FAS IT Centre Alexander Gorbachov talked about systematization and algorythmization of tariff regulation methods for reporting to be submitted to the Integrated Information Analysis System (IIAS).

Airat Giniatullin, Head of FAS Department for Developing Information Systems, FAS IT Centre, discussed design of the public part ФГИС of IIAS to ensure information disclosure and improve transparency of tariff regulation.  

Deputy Head of FAS Anatoly Golomolzin pointed out that in the future an Information Working Group will be formed. He emphasized: “Information is universal; it united all regulated fields of activity, different sectors and regions. It is essential that we apply unified approaches to information processing”.
