FAS issued a warning to Rosstandart
On 11 July 2017, the Federal Antimonopoly Service (FAS Russia) has sent a warning to Rosstandart to stop actions that had signs of creating discriminatory conditions for foreign suppliers on the cement market.
No. 930[1] Governmental Decree of 3 September 2015 introduced a mandatory cement certification procedure from March 2016. The certification procedure is provided for by the National Standard of the Russian Federation – GOST R 56836-2016 “Compliance assessment. Cement certification rules”.
FAS established that GOST R 56836-2016 approved by Rosstandart as well as amendments to it introduced from 1 July 2017 creates discriminatory conditions and restricts competition on the cement market by introducing additional barriers and restricting access of foreign cement to the Russian Federation.
Under the warning, Rosstandart must by 15 August 2017 remove Clauses 4.7 and 6.3 from GOST R 56836-2016 and make amendments to Clause 8.2, that provide for mandatory certification of each cement product by all market participants regardless of the country of goods origin or exclude this requirement from the cement certification procedure.
