FAS will consider a case against two Committees of the Leningrad region
The government bodies restricted market entry of performance record electronic systems in the Leningrad region when implementing the regional segment of the integrated inter-departmental system for registering groups of students by the main and additional educational programmes (“Continent” State Information System).
FAS opened a case against the Committee of the Leningrad region on Communications and Informatization and the Committee of the Leningrad region for General and Professional Education upon signs of breaching Clause 2 Part 1 Article 15 of the Federal Law “On Protection of Competition”.
FAS received a complaint from “Web-Most” Ltd. that earlier had asked the Committee of the Leningrad region on Communications and to connect “Electronic Journal ElJour” automated information system for performance record (“ElJour” AIS), designed by “Web-Most” Ltd., to the regional segment of “Continent” State Information System in the Leningrad region.
The integration, however, was not achieved, which became a barrier for market entry of electronic performance record systems and can lead to exit of “Web-Most” from the market.
FAS issued a warning to stop actions (omissions) that have signs of a violation. The authorities refused to execute it, as a result of which the antimonopoly case was opened.
The first hearing is scheduled on 25 July 2017.
