Kurgan OFAS exposed violations in tenders for capital repair of residential houses in the Kurgan region

Kurgan Regional Department of Construction, Government Expert review and Housing & Public Utility Sector unlawfully rejected applications of contractors wising to participate in capital repair of apartment houses

Kurgan OFAS received complaints from “Karacharovsky Mechanical Plant” PJSC, “Promproekt” Ltd., and “First Lifting Company” Ltd.  regarding the Department of Construction, Government Expert review and Housing & Public Utility Sector. The Department published a notice on pre-qualification of contractors entitled to participate in procurement. The subject was works on technical evaluation and capital repair design of the common property in apartment houses, including lift replacement.

The antimonopoly body established that 13 applications were filed for pre-qualification and the Department had concluded that 11 applications had not meet the set requirements, including the applications from the above companies.

Kurgan OFAS revealed three facts of the Department breaching No.3 Decree of the Government of the Russian Federation"On the procedure of attracting contractors for rendering services and (or) carrying out works for capital repair of common property in apartment houses and the procedure for procurement of goods, works, services to perform the functions of a specialized non-profit organization, exercising activities aimed to ensure capital repair of common property in apartment houses" of 01.07.2016.

Based on the Commission’s decisions, Kurgan OFAS issued injunctions to Kurgan Regional Department of Construction, Government Expert review and Housing & Public Utility Sector to eliminate the violations.
