FAS reached an amicable settlement with “Vyksa Metallurgical Plant” JSC
The company drafted the Guidelines for pricing wheels for metro
The dispute between FAS and “Vyksa Metallurgical Plant” JSC (“VMP” JSC) ended with amicable settlement.
In September 2016 FAS found that “VMP” JSC and “OMK-Steel” JSC [1], members of the same group, breached Clause 1 Part 1 Article 10 of the Federal Law “On Protection of Competition” by fixing monopolistically high prices for wheels for the metro system [2].
Having investigated the case, FAS requested “VMP” JSC and “OMK-Steel” JSC to stop abusing dominance on the market of 860-mm diameter wheels for the metro system, and then for five years submit information to the antimonopoly body to the antimonopoly body about its performance.
Under the amicable settlement, to form a unified approach to setting prices for metro wheels, “VMP” JSC drafted the Method to calculate primary production costs and profitability of metro wheels production.
