The requirements to ensure the conditions for rendering communications services under the “in roaming like at home” principle for different is from 80% to 40% of the entire subscriber base.


On 27 December 2017, Deputy Head of FAS Anatoly Golomolzin and Head of FAS Department for Regulating Communications and Information Technologies, Elene Zaeva,gave a press-conference at the media-centre of “Russia Today” International News Agency.


According to Anatoly Golomolzin, the Order of the President of the Russian Federation approved the National Plan for Developing Competition in the Russian Federation in 2018-2020. Eliminating an unreasonable difference in the tariffs for the services of cellular communications while travelling across the Russian Federation (roaming) is one of the expected outcomes of developing competition in telecommunications.


“FAS has been doing such work since November 2016 and the fair roaming principles are already formulated through consultations with communications operators”, emphasized Deputy Head of FAS.


Earlier, on 14 July 2017 FAS issued warnings to the “Big Four” operators, aimed at eliminating “intra-network roaming” in the Russian Federation.


On 3 August 2017 FAS opened antimonopoly cases on national roaming against communications providers. FAS expects that the cases will be finalized by end January 2018.


Failure to execute FAS requirements under the frame of investigating cases on violating the antimonopoly law can lead to fines and penalties, particularly, seizing unreasonably obtained income to the budget.


FAS believes that such measures will not be required and violations will be eliminated voluntarily.


“VympelCom” PJSC already solved the national roaming issue in December 2017; other providers announced that the relevant changes will be done no later than January 2018.


It is expected that these goals in intra-network roaming will be achieved no later than May 2018; and FAS will be informed monthly about the progress of technical implementation of eliminating the unreasonable difference in tariffs.
