FAS ISSUED A WARNING TO A MANUFACTURER OF VACCINES TO PREVENT RABIES AND TICKE-BORNE ENCEPHALITIS

Having the dominant position, Chumakov Federal Scientific Centre for Research and Development of Immune-and-Biological Products of the Russian Academy of Sciences avoided contracts for vaccine supplies.

 

At the end of December 2017, the Federal Antimonopoly Service (FAS Russia) sent a warning to Chumakov Federal Scientific Centre for Research and Development of Immune-and-Biological Products of the Russian Academy of Sciencesto stop actions (omissions) that have signs of violating the antimonopoly law.

 

The warning was issued upon Chumakov Federal Scientific Centre for Research and Development of Immune-and-Biological Products avoiding contracts with “Trade-Pharm” Ltd. for supplies of medicinal drugs with the group names – “Vaccine to prevent rabies” and “Vaccine to prevent tick-borne encephalitis”.

 

FAS analyzed the state of competition on the markets of the above drugs and found Chumakov Federal Scientific Centre for Research and Development of Immune-and-Biological Products has the dominant position.

 

Since Chumakov Federal Scientific Centre for Research and Development of Immune-and-Biological Deputy Head of FAS Department for Control over Social Sphere and Trade, Maxim Degtyaryov pointed out: “Avoiding supply contracts with counteragents may have signs of violating Clause5 Part 1 Article 10 of the Federal Law “On Protection of Competition”. According to the warning, the vaccine manufacturer must consider the application of “Trade-Pharm” Ltd.on cooperation by 31 July 2018”.

 

FAS is involved in the reform of control-and-supervision, supervised by Minister Mikhail Abyzov. The new public control system will reduce administrative burden upon business, enhance the quality of control-and-supervision functions and reduce the level of damages, caused to competition by violations of the law.
