MORDOVIA TARIFF REGULATOR EXECUTED A FAS WARNING

The Ministry of the Republic of Mordovia for the Energy Industry and Tariff Policy set the tariff for the services of municipal solid waste treatment for “REMONDIS Saransk” Ltd.

 

At the end of December 2017, FAS issued a warning to the Ministry of the Republic of Mordovia for the Energy Industry and Tariff Policy, since the omissions of the regional tariff body have signs of violating the Federal Law “On Protection of Competition”.

 

The monitoring activities of the Antimonopoly Service were carried out upon a complaint of “REMONDIS Saransk” Ltd. filed to FAS. It was stated that the regional tariff regulator had avoided making a tariff decision for the company with regard to municipal solid waste treatment.

 

The regional authority must have been executed the warning by 12 January 2018. 2018 FAS received the confirmation  on 16 January.

 

Deputy Head of FAS Vitaly Korolev said: “Preventative efforts, including warnings, are a priority in FAS work and constitutes an integral part of government control. In the course of the reform of control-and-supervision activity, the Antimonopoly Service endeavour towards prophylactics violations of the mandatory norms of the antimonopoly law for the authorities to form the models of fair and lawful conduct of government agencies”.

Warnings are a form of preventative measures against violations of the mandatory requirements of the antimonopoly law, undertaken under the frame of the reform of control-and-supervision activity. FAS participates in the reform, which is overseen by a minister of the Russian Federation, Mikhail Abyzov. The new system of public control will educe administrative burden upon business, increase the performance quality of control-and-supervisory functions and reduce the damage to competition caused by violations of the law.
