FAS WILL VERIFY REPORTS OF COMMUNICAITONS SERVICE PROVIDERS ON ABOLISHING INTRA-NETWORK “ROAMING”
In due time the Federal Antimonopoly Service (FAS Service) received reports on executing the warnings to abolish intra-network “roaming” from “MTS”, “Vympelcom” and “Megaphon” communications providers.
Earlier FAS issued warnings to communications providers to eliminate economically, technologically unreasonably difference in tariffs when subscribers travel outside their “home” region.
FAS requested providers to eliminate unreasonable differences in every rate plan for the same services that subscribers receive at “home” and while travelling. At the same time, eliminating such rate differences must not deteriorate the subscribers’ position.
Deputy Head of FAS Anatoly Golomolzin emphasized: “We are going to analyze carefully the submitted information within ten working days. If the submitted reports to not conform to the requirements specified in FAS warnings, the Antimonopoly Service intends to initiate antimonopoly cases under the Federal Law “On Protection of Competition”.
Warning is a form of preventative work against violations of the mandatory standards of the antimonopoly law, undertaken under the frame of the reform of control-and-supervision activity. FAS is involved in the reform. The reform is supervised by minister of the Russian Federation Mikhail Abyzov. The new system of public control will reduce administrative burden upon business, increase the quality of performing control-and-supervisory functions and reduce damages to competition caused by violations of the law.
