FAS IMPLEMENTS A “SINGLE INFORMATION WINDOW” MODEL

In the near future FAS will devise and approve unified information disclosure forms via the centralized FAS “Unified Information-and-Analytical System” Federal State Information System

 

The Antimonopoly Service emphasizes that until recently there have been no unified approaches to publishing information by regulated companies and the disclosure mechanisms were quite difficult to implement. Some companies published information about their activities on their sites; other companies disclosed information only on the regulators’ sites and in some cases failed to publish it at all.

 

On 31 March 2018, the Government of the Russian Federation approved new approaches to the information disclosure standards in the utilities sector, which requires that uniformity of information disclosure by regulated organizations will be achieved through an integrated system.

 

FAS “Unified Information-and-Analytical System”will become such a system. During recent years, it provided automation of informational interaction between the antimonopoly body, regional tariff regulators, municipalities and regulators in respect of tariff-setting.

 

Thanks to the changes, it will now include complete information about all regulated organizations and regulatory bodies, i.e., all data will be accumulated on the web-site of the antimonopoly authority.

 

Thus, the system will apply the “single information window” model, enabling consumers and stakeholders to search for the relevant information using a single resource.

 

Head of FAS Igor Artemiev pointed out: “The Information Disclosure Standards constitute an important toolto make operations of resource suppliers accessible and transparent. Publishing information in FAS “Unified Information-and-Analytical System” is the first global step towards further development of digital economy in Russia”.

 

“Such changes encourage openness of regulated organizations and regulators, which helps implement the Order of the President of the Russian Federation on the main directions of the government policy towards developing competition. It is an element of digitalization of Russian economy” said Igor Artemiev.
