FAS REPRESENTATIVE SHARED EXPERIENCE OF EXPOSING AND PREVENTING PROCUREMENT COLLUSION
Deputy Head of FAS Anti-Cartel Department, Dmitry Artyushenko, discussed measures to suppress corruption in public procurement and implementing antimonopoly compliance by the authorities.
The final workshop in the series of corporate ethics workshop, organized by OECD* jointly with FAS with support from “Deloitte CIS” and “Siemens”, took place on 8 June 2018: “Promoting corporate ethics at state–run companies: facilitating development of new international guidelines”.
The event was the outcome of many-year efforts of the Forum to discuss and disseminate international and national experience in corporate ethics and management, with a special emphasis on the experience of companies in Russia. Attendees included representatives of companies and public sector specialists.
Dmitry Artyushenko gave example of particular cases investigated by FAS and the exposed schemes of anticompetitive procurement agreements.
He also stated that on 21 December 2017 the President of Russia signed the Order “On the main areas of the state policy towards developing competition”, approving the National Plan for Developing Competition in Russia in 2018 – 2020, aimed at improving economic efficiency and economic growth through development of competition. “According to the National Plan, the number of antimonopoly violations by the authorities should drop down at least twofold by 2020”, explained FAS representative. “The task can be achieved, particularly, through implementing antimonopoly compliance by the authorities”.
Finally he informed about the project in progress – 2018 – 2020 National Anti-Corruption Plan.
